I've noticed that some engines send the puffs out at a slower frame rate than others. A few give individual frames of the smoke ace at about 1 per second or so, others at 2-3 per second. Is there something in the shape file that tells what rate to show the smoke animation?
In the eng. file, it looks like your smoke stack size or puff size is too small. Here's how I have it for Tim's F-1 2-8-0, which is just right for this engine. It's the last number, at the bottom, in this case 0.2

The puffing effect could have to do with something like a SteamSmokeEffecMinSmokeRate (goes for max too) line in the .eng file. If this exists for steamers in MSTS. I only know that in diesel .eng files, the line DieselSmokeMinSmokeRate (goes for max too) caused such an effect some time ago...

There are definitely two streams visible with a single stack. In this picture I have a stack diameter of 0.08, far too small for this engine, but still one that could be used for small NG engines. Note one stream is high and almost continuous, the second is lower and is more like spaced puffs..
