2:1 ratio rotation can be achieved in a 0 ~ 17 frame 360 degree sequence by rotating the main wheels through 360 degrees as per the above explanation, but rotating a shaft (for instance) 2 x 8 frames = 360 degrees over the same sequence with each frame rotating by 45 degrees. The shaft, or gear, will spin at twice the speed of the main wheels, irrespective of vehicle motion speed.
