I'm starting to wonder something. If this is the first thing that Im_tired does he have the correct folder structure in the right place, is he using MSTS or Open Rails, can he get anything to run on any other route?

Not Program files, but USER's folders are prevented by windows after 7 for program to write data.
Same for MSTS's filein/fileout dumps.
According to profile, that's SHE

I'm guessing this is something simple, like wrong file structure.

I just installed FJ&G 20, the one I posted to the library in 2008. It runs fine as is in Open Rails.
So, we need to know from Im_tired a couple of things.
1... Where have you got the engine installed. It would be really nice if you opened the folders to the location of the engine, take a screen shot and include the path in the address bar at the top. Open every folder including the one that has all the files like the Eng and SD files.... please.
2... have you installed any other routes and can you run anything on them?
3... Just one more... are you running MSTS or Open Rails?

As I do not know exactly what you have done so far, look in the folder that you extracted the zip file into. There you should see the exe file. Run that and then go to C:\Program Files (x86)\Microsoft Games\Train Simulator\TRAINS\TRAINSET where you should find the FJ&G S-2s folder. Move that into your own trainset folder and the engines should no longer show as missing.
I tried to follow these directions and still had the issue. I have linked a recording of me going through the process if you can point out where I went wrong. Also note that my installation of Open Rails and MSTS is not on the same drive as Windows.

To answer your questions...
I downloaded the ZIP file to my downloads folder, and extracted to the same location. File paths should be visible in the link from my last post here but if not let me know and I can get screenshots.
I have not installed any routes besides the FJ&G. So far though I have been able to run the FJ&G, just with built in locomotives from MSTS.
I am running Open Rails v1.5.1

It's been a while, 15 years. My first route, took 2200 hours to build including a month to try to get my first locomotives running!
