It is used as a kind of backup. In addition, it is used by MSTS AE for displaying of the track map the more informative way (in modified proportions) during the design of the activity.
@Jonas
Does AE recreate those files, once they were deleted? I guess no, though.
Then, backup for more quick map building maybe...
Does steam4me say anything about their purpose? (I don't know now)

But maybe I missed something in the details.

But likely in modern machines it has no observable difference already.

@Weter
This is what I described in post #8. The tit and the rit are not recreated by the MSTS AE.
Only(!) the MSTS RouteEditor does that.

Sorry, I've forgotten full text of post#8, that I've read quickly at 5 of the morning. All that were there.

So I would be rather cautious with such assumptions here.
(Our posts cross over I guess :-)

Well, saying "working" I actually have meant (English isn't my native language too, sorry), "creating, modifying and re-saving", so, in my opinion, AE can only read that files.
What are that problems? Can I help you?

I'm sorry I was wrong.
MSTS AE often failed to load if the contents of the two files did not match the appropriate section of the TDB file. He didn't use it, but he agreed. There was a time when the TSRE track editor did not modify these two files during track construction. Then when I wanted to do a task, it didn’t load, citing a track database error. There was enough trouble with it.
