No. All this news means is that the testing and unstable versions are finally using the same graphics stack as that of the NewYear fork. This means you can use ReShade with them, and performance should also be slightly improved.
To be included in testing and unstable, individual features need to be separated from the NewYear fork and submitted for mainlining one at a time. However, this task is much easier now that both mainline and NewYear are running on Monogame.

I'm stuck using an old laptop right now, which I've tried to use OR in before with poor (<15 fps) results. Is Monogame any lighter on resource use especially graphics? Somehow I suspect not...
Oh well. At the rate things are going, I probably won't have the good computer back up until October.

I had similar problem with '2009 laptop.
Rather it rolled OR under XNA with 15 till 4 fps and freezed, while thick diesel smoke appeared, under NY MG version it freezed completely from very start.
So I couldn't run Carlo's version of ORTS, and have afraid of date of official version's MonoGame migration complete.
It was explained to me, that MonoGame uses some features, introduced long time after 2009
(Mostly software features, but I doubt, all of them an be supported by that hardware)
