This indicates a message to help the developers and is probably left in the code by mistake.

Nope, these are from ORTS.Common and are the strings used in the keyboard settings page of the options menu, which are grouped by the first word in the string - IE, currently, there are six groups, called Game, Display, Debug, Camera, Control and Control. Still, Chris is partially right that the ones with Debug in it are used mainly for debuging purposes, but they can also be useful in normal game play.

Lock Shadows: I have no idea what it actually does, but supposedly it does just that - prevent the shadows from moving with the sun (at least, that's the way I translated it to German ;) )

Log Render Frame: no idea either - seen it before, postponed it until I get to write a combined post of all of my "problem children".

Physics Form
brings up a form to check / debug internal physics data (it's another item belonging to the Debug group, though, not to Control).
Cylinder Compound toggles the current steam engine to work either as a standard or a compound engine.

Firing: Supposedly, this toggles coal shoveling on and off in manual firing mode, I'm not completely sure on that one, though.

@Chris,
These aren't messages: Markus is right-these are specific commands, helping, for instance, to tweek activity/timetable running.
(time accelerating, weather/time of day change, show switches/signals/reserved track, etc.)

I'm glad someone has started to make a Russian translation, because I always wanted to try playing OpenRails in Russian. When I was about 10, I lived in Russia for three years with my parents (in town Дубна at the Volga river), and already liked watching trains there too, although the sortiment was quite limited, but still. :) Unfortunately my knowledge of Russian eroded highly since then, because I didn't really need that for my work, so I didn't practice it...

Thank You, Peter.
It's clear for me, that this is no-system British unit, not used in Russian-speaking countries. So, I think there's no need to translate it, for keeping understoodable ror English-speaking players.

Unless someone wants to play with an English or American steam locomotive on an English or American route, but still having the user interface translated to Russian. :) In this case he wants to see the imperial measuring units translated to Russian.

I concur with this thought, I did the same in German way back when :)

Be prepared this might not be the only occurrence of a unit you cannot translate - e.g., while lbs / pound can be translated to German (Pfund) - and, supposedly, to Russian too - what the heck would "long tons" and "short tons" be in German (or Russain, for that matter)? ;)

The unit, called "фунт" was in use at tzar's Russia till 1917.
Many traditional units of lenght, mass, volume, etc. was substituted with SI units than, so gauges were graduated according new standards, and at schools people studied nearly everything in SI units.
This way, almost no one, who studied according Soviet education standards, neither even know Imperial units, nor he had a chance to encounter anyone of them somwhere. Exept those, whos subject was hystory, or international science (which was mostly supressed at that times)
I suppose, there are no official analogues to designate Imperial units in abbreviated style.
Let's see at psi for instance:
I can translate it as "фунт на квадратный дюйм", but abbreviature is not designated officially in Russian, so if I type something like "ф/д^2" at *.po-file's string to show that, say, in game, I think, the effect would be worth, that if I leave empty string, not to puzzle a player for whom it's probably better to see "psi"
English-speaking one not recognize it, while Russian-speaking one not know it.

If I live string empty, the text will be displayed originally (English variant)
By this reason I sayed "no need to be translated"
