Hello, Randy.
I thought the same earlier, but it looks files are packed to special archive (maybe encrypted or unusually compressed), and only exe could unpack them, prior to installing.
Just see post#2 : there are no visible content directories and files in them.

The problem was that the original installer was a 16-bit executable. (Think pre-Windows 95!) 16-bit executable support has been removed on 64-bit versions of Windows—Windows 64-bit supports 64-bit and 32-bit executables. So, 16-bit executives cannot be made to "just work" under any circumstances.

Replacing the installer with a 32-bit version that can read the installation directives and do the same work is a sublime solution. Were that not available, an older computer with a 32-bit operating system or a virtual machine using a 32-bit operating system could get it to work.
