SFM Won't Compress Shape Files

The shape file in question is not read-only, my path to the FFEDIT is correct, so what gives?

Be caution, 'Microsoft .Net Framework v1.1' is required.

When I click on the link from the Steam4Me page I get a "file not found" error message.

I have managed to compress all the shapes of the locomotive except the one in the cab that gives an error. It also gives an error when trying to view the cab in Shape Viewer.
If you want me to send you the compressed shapes, let me know.
