What will OR do if a LOD is set to 2000m (or more) and the view distance is greater than 2000m? I'm 99% just curious.

While waiting for confirmation from someone who knows, you could look at the render primitive value in the DEBUG IINFORMATION screen.
From my observations it appears that objects beyond the viewing distance setting in OR options, are not included in the draw calculations.

2000m is not treated specially, so the following options apply for all scenery objects:
- "Level of detail bias" will increase or decrease all LOD distances proportionally
- "Extend object maximum viewing distance to horizon" replaces the last LOD (no matter its value) with the viewing distance
As the defaults are +0% and true, your example object will have its 2000m (or more) LOD extended to whatever your viewing distance is
