did you use the Updater, or copied files manually somewhere? Seems there is some mismatch on your machine with shader files for this version with some from an MG version. I've checked the updater package for 1.3.1-50-g74fa3003 and that contains all the shader correct files.
Maybe you can check, in the Content subfolder, there are a number of *.fx shader files which you can open with notepad or so. At the end of these files, there should be lines like this (taken from SceneryShader.fx)
PixelShader = compile ps_2_0 PSSignalLight()
In an Monogame version, this would rather look like this:
PixelShader = compile ps_4_0_level_9_1 PSSignalLight()
And looking at the error message, it tries to use a version 4 shader, while the (still official) XNA version of OR can only use version 2 shaders. So somehow your shader-files got messed up.
