I get an info from my country that, when selecting STEAM locomotives in the TSRE5 consist editor, some steam locos are not listed. They are instead listed if ALL is selected.
One of such locos is the RA 3177, which can be downloaded from here

Thanks. The bug is visible when MSTS ENG is included in OR ENG. Fixed in next version.
