I use the WagonSmokeFX effect for old cars with stove heating. However, the effect no longer works in Open Rails 1.4 or in the test version.
In my .wag settings I have this:
Effects (
SpecialEffects (
WagonSmokeFX (
0.81 3.77 -1.59
0 1 0
0.08
)
WagonSmokeFX (
0.81 3.77 1.59
0 1 0
0.08
)
)
)

Or has the usage of this feature changed?

There was a bug, and it was corrected, so let's wait for more exact answer.
I remember, there was a thread about that somewhere over here.

As far as I can see it appears to be working in v1.4, however it may not be working in the latest unstable version (and other spin off versions, such as MG, etc).

The following suggestions are offered to assist you in doing an initial "debug" so that a developer will look into this problem.

i) Always test in the unstable version, as this is the base version that all other version spin off.

ii) Firstly test the latest unstable version with stock that you know definitely works. You can confirm that your stock works (ie, is set up correctly) by testing it in the last full release version (in this case v1.4). If you cars are not working, then try the Manual Braking stock on the CTN website stock page and see if this is working.

iii) If the stock works in v1.4 and not in the latest unstable version, then identify which version broke the feature. This can be done by downloading old versions from here, and then running the known good working wagon in it, and see when it stops working. To make it easier to identify the broken version try a method of "halving", identify when v1.4 was released, and then pick an unstable version halfway between the two, and test it. Depending on the results you can then halve either side of this point, and test again. After a number of tests it should be possible to identify which version broke the feature.

iv) Once the "broken" version is identified, we should be able to try and work out what code change caused the problem.

Through tests I found the following condition:
- Version OR 1.4 stable is OK. The effects on the wagons work.
- The OR T4.1 test version is wrong. Car effects work, but only if there is a steam locomotive on the train. They do not work if the train is pulled by a diesel or electric locomotive.
- The unstable version of OR U2020 is wrong. Car effects work, but only if there is a steam engine on the train. They do not work if the train is pulled by a diesel or electric locomotive.
In my opinion, the functions of the WagonSmokeFX effect should be independent of traction.

I don't know where older test versions of OR are available.
If I want to use an unstable version manually copied from a .zip file, I can't. Start OR ends with error messages (Some error with NET.FrameWork). So we are not able to try older test or unstable versions of OR.

With the stock that I pointed to on the CTN site, "WagonSmokeFX" should work independently of locomotive type at the front of the train. I have tested this with a diesel engine in v1.4.

So can you recheck this with the stock that I indicated.

Once confirmed that v1.4 works, then it will be necessary to find which version it changes at.

As indicated in my earlier post, they are located - here.

I haven't had any problems using old unstable version. I find that it is a good idea to install it in a different folder to your "normal" OR build.

After all, I wrote that everything is fine with version 1.4.
The problem is the current test (T1.4) and unstable (U2022) versions.
I don't know where to find older test versions (T1.4).
Your link leads to an unstable version (U2022). I can't run it (only when upgrading from OR).
However, the situation is the same with the unstable version.

I can confirm my smoking caboose is still smoking away using the latest MG version.

Try to hide Czech localization and run in English language.
Very similar problem was caused by locales mismatch.
