Driving in rain or snow makes no difference to the adhesion conditions when entering and leaving a tunnel. You could be 2 miles inside a tunnel and the adhesion conditions would still be 53% or 40% ( rain and snow ).
Can this be adjusted to reach 95 to 100% condition levels for diesels and electrics ? I understand steamers were more prone to slipping in tunnels, so this could be a lower value. And for steamers in 100% conditions, the adhesion level was lower in tunnels, with the possibility of wheelslip.
The default conditions using 100% factor correction:-
Dry = 100%
Rain = 53%
Fog = 45%( no rain or snow )
Snow = 40%
Another proposal is autumn season with rain. Random timed conditions between 53% and 20% or perhaps lower!.
Any thoughts on this?

Even when it is raining water would be carried into the tunnel, therefore, depending upon the tunnel length and train frequency the tracks could still be quite slippery.
However, when I get some time I will review your comments against the code, and see if some changes can be made to accommodate a variation of some description in adhesion.
