If you've only changed the offsets and nothing else you're doing the blur wrong and yes, no performance change. You can probably only make it faster by doing less samples (currently it's three as described).

Could evaluating both bounding box volume and Y axis height be something useful to determine if an object is to be shadowed when it sits beyond a certain distance from the camera? Something big, but kinda low will probably cast a big shadow... something unusually tall might do so as well. Small stuff, who cares if the shadow isn't there because if it was it would be tiny.

But some cars cast shadow and others not. Why?

All vehicles are shadowing but small objects do not shadow well, due to the way the shadows are implemented (this is not easy to "fix"), so it isn't always easy to see.

If you move closer, is the shadow appear? Try using higher resolution shadow setting.

What's wrong? It looks ok. Only the 1.5s are changed to 0.5

It seems related with the size of the object.
Trucks cast shadows, cars does not.
Something to do?

Shadows work fine for me. Did you advance time (- + key)to see if you could see the shadow(s) move? The shadows are there, they are just really blend with the road quite well.
