That's the way it should work for proper train handling. Manual emergency application ( soaking it ). When a train goes into emergency first thing to do is bail off the engines to keep slack from running in to fast and hard. That's why you should bail off the engine brakes and keep pulling at first until the train has had time to equalize through out the train. I always normally knocked throttle down to run 3. Same as when I made a minimum set up or whatever. Its refered to as power braking, same idea. I believe they don't want trains operated that way, anymore. Power braking, that is.
