Yes, its fairly well camoflaged though on the OR web site go to "discover" , bottom left is "Detailed changelog" below that is a link "full list of changes". Click on that this takes you to Openrails on launchpad, bottom left is "Download files for this release"
This contains, the source code zipped, Openrails itself zipped and the install exe. You are after the 2nd one.

We do actually keep the zip of the Stable Version on the official website as well, but it's not linked anywhere. Perhaps we could put a link below the Stable Version installer link?

I think that basically counts as the Testing build, which is a zip file and it is updated weekly.
It's worth remembering that the Testing Version (which includes docs and updates weekly) is recommended for content creators and enthusiastic users who want to follow OR development closely, and the Unstable Version is meant for OR developers and when you need to test specific bug fixes.
