Please correct me if I am wrong, but I have not seen the following discussed elsewhere.

I have an ORTS route which runs totally independently from MSTS but need to use the MSTS Activity Editor. What MSTS files must I have installed in this installation to be able to do this?

You need a full MSTS install to use the MSTS Activity or Route Editors as the Train.exe executable IS the editor.
The route to be edited must be located in the MSTS installations ROUTES folder.
You cannot start Train.exe in editor mode unless you have the components (folders & files) installed that allow it to run.

I recal there is an experimental Activity Editor being developed for OR but I tried using it last night and was unable to load any existing activities.
I didn't attempt to figure out why as I was just curious if it ran at all as I use the MSTS Editors.

Vince, I cannot believe that a full MSTS install in needed. Are trainset, environments, sounds, utilities, routes etc. required?

To use the activity editor, you need the route folder and trains for the route . The MSTS install itself does not need the default routes or trains folders to be present. However as the activity editor is not a solo application you may well encounter errors when opening the tools, so the basic MSTS install is everything except the routes Trains and template folders to which you add your own routes and trains folders.

Are all the MSTS files needed to allow MSTS Activity Editor to be run? If not, are the ones needed listed anywhere?

You can use TSRE to build activities.
