OK, made the switch to 3072 MB. Now how do I get ORTS to use more than 1700 MB of that available memory?

Specify the RunActivityLAA.exe for your graphics card - in other words when you use the Nvidia control panel to setup for OR you want to choose the runactivitylaa.exe not the openrail.exe or runactivity.exe.
and I also choose Options>General Tab> check Large address aware binaries (which is probably redundant)
Although at 4G memory I really don't know how much more this will make available to you - someone will know.
My experience - when I went to Win7Pro and went up to the max memory for my MB (32G) I have not had any memory issues since, with anything.

Disregard that last. Apparently since the last stable save with good smoke (2460) something happened to the memory allocation. 2460 will only use 2 GB of memory so my increase didn't affect it. However, 2546 has access to 3 GB of memory so my activity is running without grayed out cars. It remains to be seen if it can be saved properly once I've set out a car here and there.

This should happen because in release 2460 default is 2 GB memory (LAA has to be explicitly checked in the related OR checkbox) while in release 2546 default is 3 (for 32 bit) and 4 (for 64 bit) GB as default. The related checkbox can be found in the General page of the Options (Large Address Aware Binaries etc...).

With 3,072 MB I was having issues with other programs and so I backed off to 2,560 MB, knocking it down 512 MB. It seems to be happy now. ;)
