That will work too. Though taking out the stack effect entirely will do just as well. As the effect isn't needed on the tender.
I've done that with all the tenders I've had that uses an eng file and since it don't need the stack effect, it's not necessary to keep such lines in the file.

Possibly the zero entries on the power side of the eng file. Since it is not an engine that needs any power.
These two entries in particular regulate the steam and smoke effects of the engine file in MSTS:
> SteamSmokeUnitsPerPoundOfFuel( 0 )
> SteamMaxSmokeUnitsReleaseRate( 0 )
