Only decompress the zip
start in the mainfolder OpenRails.exe
Usualy you get a Mainfolder: ..\OR_X(Releasenumber)
Perhaps you must coordinate this Foldername with the name in your OR-Ikon on the Desktop.

If it doesn't work here an information for completely remove an OR-instalation:
