Yes, it can be done.
All you need to do to get it to work is to copy over the MSTS folder structure from your old PC, regardless of the fact that MSTS will not work that way. No need to copy the registry entries.
NOTE: This is just the simple version, but if you got MSTS installed on your old machine legally, then there´s no problem copying just all. If you want to save HDD space, however, and not copy what´s not needed, you can leave a few things out. Which, however, currently escapes my thoughts...

Do I need any MSTS stuff? I didn't think I did. I thought ORTS will run without MSTS?

With testing, I removed MSTS files one at a time and this was the minimum files I found needed to run Open Rails.
I don't know if a registry entry from an installed MSTS is required.
One was present but pointed to my main MSTS installation E:\program Files\Microsoft Games\Train Simulator\.
This test copy of MSTS shown in the above pic is located on my desktop.

Vince - Wouldn't the folders you say are needed be dependant on the routes and rollingstock you choose to run, since the FAQ says that MSTS being installed is not required to run OR?

As I said, no MSTS-registry stuff required at all, and only parts of the MSTS content. In fact, most rolling stock and some routes work without even thinking of default MSTS files, yet most content currently available depends on default files in one way or another. Thus, having the default stuff available in your installation will definitely make things more enjoyable :sign_rockon:

The only thing ORTS MUST have in the Global folder is tsection.dat. It will run without the global shapes and textures, but will be lacking in the visuals department.

to run, you cannot of course use MSTS route editor and tools, but OR runs just fine
I have benn setting OR with what one may call "miniroutes" this way for quite a while.
You do have to add the directory concerned to OR so the route/s contained are visible.
