Thanks for the tips :)

I'm not sure I can add much to the discussion, but running up the gradient again, using the Train Forces window showed a small amount of brake force which cleared on pressing the Initialise Brakes keys. Strangely, before that, the BC was shown as 13psi but Flow was 0 L/s even though the brakes had been fully released.
