A "Quad Tree" is what you create in a route geometry extractor program like in MSTS or something simular in TSRE. You zoom into the area where your railroad is and select the tiles around the track for the route you are building. These become your quad tree. You can then take it into DEMEX and using DEM maps, create the 3D part of the quad tree to give you the hills and valleys instead of just being a flat surface. At any time you can open your quad tree in the Route Geometry Editor and add tile(s), then open it in DEMEX, open the DEMs and create the terrain for the tile(s) you just added.

With TSRE, INSTEAD, one just sets co-ordinates for start point, activate (if needed) tile auto-generation, and they are being made, where POW is.
Relief for actual and distant terrain is then made from HGT files, bow loaded separately, map could be loaded for use as template or satellite images - as terrain textures.
Conclusion - no need for quad tree with TSRE.
Though, removing redundant tiles (finding their names) is PITA in TSRE, but just one click in RGE.
