The present setup of speed settings through a signal is as follows.
The defined speed as set through a signal aspect remains valid until a next speedpost or speed signal, a next signal with a speed setting through an aspect, or a next signal without a speed setting.
In case of the last option, the speed limit is reset to the value of the last speedpost or speed signal, or to the route maximum speed if no such limit has been set.

In general this works fine. A speed limit as set by a signal is replaced by either a new speed limit, or is cancelled when passing a signal without a speed limit.
However, in some countries, speed limits are set only by main type signals, but there can be intermediate shunt signals inbetween such main signals. These shunt signal have no speed indication.
So, in this situation, if a speed limit is set by a main signal, it is cancelled by the intermediate shunt signals. This is, of course, incorrect.

To set the correct working of speed limits as set by signals in this situation, and prevent intermediate shunt signals to cancel an existing speed limit, it is proposed to introduce a new signal aspect parameter : or_nospeedupdate.

If this flag is set for a signal aspect, then any existing speed limit as set by a signal will be maintained, no changes will be made to speed limits when a train passes a signal for which this parameter has been set.
