I am finding that when restarting from a saved activity, the water in the tender is increased to 100%. There is no change to the amount of coal.

I am using the latest version of the Testing Version of OR.

Confirmed. It was still OK in stable 1.5.1.

I have uploaded a fix, which should be available in the next Unstable version. Could you try it?
