Hm, yes. Especially for so powerful machines as AC44's.
Otherwise, they should be put into middle of train or to the rear - as pushers.

And may I ask another questions. What is "manifest" trains? Going all their route length without set-outs/pick-up of extra cars?
Here, freight train's type is detailed in number-only code, but four digits seemed to be too few, IMO (as for number of train itself, only 99, or even less variants available). 1-high priority or container; 2-throug; 3-local; 4-light locomotives, maybe with empty cars:0; 5-transfer of cars to/from repair; 8-utility; 9-MOW trains.

A Manifest is a train with general mixed freight, it can convey pretty much any type of freight in any type of car. They may complete their journey without any changes of consist or drop and pick up cars at various yards en route. They would not normally get involved in switching cars at industries.

The SD75's and SD40-2 at the end of the power transfer on the train are dead-in-tow. The three rear GEVO's were just serviced at Northtown while the CP AC44CWM is trailing the lead loco, and a Triclops SD60M #1405 is being repainted soon.

CORRECT. Here where I live, the manifests that run through Little Falls, Minn. drop off bad-order cars on a spur. Sometimes blocking vehicle traffic upwards of thirty minutes. A major highway that crosses the Mississippi River and crosses the tracks here is blocked for an extended period of time, and people have complained about that wait time.
