I guess in MSTS this was not an issue?
After experimenting with the consist file I found by removing the #
from: WagonData ( #MT_DB_NSE_315830_PTSO MT_DB_NSE_Class315 )
to: WagonData ( MT_DB_NSE_315830_PTSO MT_DB_NSE_Class315 )
The Consist for the Class 315 is now fully visible.
I'm sure someone here could explain why that has worked :)

# in MSTS blocked all the rest text of given string, preventing its reading as game-usable data. A kind of comment.
But it worked very odd way: different from file to file. As we can see, that didn't hide following part of strings in*.con-files for MSTS. <HOWEVER:
For instance, in MSTS non-player steamers: Royal Scot and Pendennis Castle, some strings with steam settings ended with some explanations, separated from actual data by # symbol. ConText editor's MSTS highlighter marked the rest of string, following # symbol with gray background.>
But sure, it does that with ORTS. ORTS doesn't tolerate that, so declared these locomotives as faulty: <load error> in main window.
Hence, in case of Your example, whole car (as a consist's unit) data was prevented from reading by the program, though, there was preserved gap between adjacent cars for that.
My advice, for the case, if # character is principal for You: try to enclose such train name(s) in quotation marks.
BTW, MT is dead for now too, so no possible to ask, "why?"

# has been used for many years by, especially UK, builders to identify AI vehicles and consists.
I modified the originally supplied consist to use the #MT_DB_NSE_315830_PTSO vehicle (without quotes). Open Rails versions 1.3, 1.4 and the ORNYMG v 1.4-656 displayed all vehicles correctly. Testing version 1.4-716 crashes with what appears to be an unrelated problem because it also crashes when the MT_DB_NSE_315830_PTSO vehicle is used.
The log is attached.
With respect, it would appear that some modification has been made to your #MT_DB_NSE_315830_PTSO vehicle to make it 'disappear'!
By the way, if you want to try quotes, they should be entered like this :
