Not a Winans, but LEHIGH's huge steam dome and cab position does classify her breed is "camel". Unlike the Pennsylvania Railroads 2-6-0 SENECA, which was a rebuilt Winans 0-8-0,
LEHIGH may have been built from the ground up as a 0-6-0. On both locomotives the dodd wheel spacing was done to accommodate the Stephenson valve gear, much like the P.R.R. engine.
Of course it is also possible that Colburn rebuilt one of the DL&W camels.
