Don't have any info but I believe this photo is Alexandria VA, 1864. It shows yet another variant of primordial cabooses.

Found it in the March 1961 issue of Model Railroader. "Brakets atop cars held lanterns at night. It was the duty of front-end brakeman to halt the train if the caboose lamp was not visible. Not only did crews live in these cars, but rail supplies, spare parts for cars and some packaged merchandise (LCL?) were also carried".

I think it's Chatanooga, Frank. Those are great way-cars, and even though I have no photographical evidence that these were used in Virginia, I made a couple for the City Point Project.
