The ref file holds shape data for route building purposes, and is different for every route, usually being constructed by the route builder as he/she progresses with the build. You can look at any of the original MSTS route ref files to see how they are constructed. The ref file is not needed after the route is finished, unless you intend to extend it at any time.

That's right. Some authors intentionally delete ref-files to prevent route modification, but as I understood, the question was about available entries types.
What related to utility, it is available on TrainSim.com including readme file.
Maybe on steam4me site there is some tutorial about ref-syntax.
