I have done a test with the Dash9. I inserted this gauge in the .cvf file
			Gauge (
			Type ( FUEL_GAUGE GAUGE )
			Position ( 160 300 128 32 )
			Area ( 0 0 32 32 )
			Graphic ( default.ace )
			Style ( SOLID )
			ScaleRange ( 0 4720 )
			ZeroPos ( 0 )
			PositiveColour ( 1
				ControlColour ( 0 255 255 )
			)
			NegativeColour ( 0 )
			Orientation ( 0 )
			DirIncrease ( 0 )
			Units ( GALLONS )
		)

and run the legacy activity autotrain with setout on route Marias Pass. A long, horizontal bar appears. Then I edited the .act file and modified line FuelDiesel ( 100 ) to FuelDiesel ( 20 ). The bar became much shorter. ORNYMG 108.2. So I don't get the problem.

I have digital , not as gauge. Here Eng and cvf. In SD90 it schows at start full 4900 gallons and stand stil even after 30 miles of drive.

Also with digitals things work here: if I put 20% of fuel in the activity, I see 20% of max value in the game. Have you tried that?
Or the problem is different, that is there is no fuel consumption, that is the fuel level always stays at its initial level?

Find bug. In Eng there are 2 lines about fuel tank. Both was diffrent. When both are same everything is ok. SD90MAC is rare to drive so probobly I didin't noticed that untill I add fuel level to cab ;)

I've noticed this, too, with R108 of Monogame. Whatever the fuel level is set at in the beginning of the activity is where it remains. It does this in the F5 HUD, as well.

EDIT: After looking at this with several different locomotives, this does not occur consistently. It may have to with how the .eng or .inc file fuel use parameters are set--especially at idle.

Following up some more on this, I think that I discovered part of the mystery. In testing with R108, I've discovered that diesel locomotives do not show fuel use if the Reverser is centered (in neutral), regardless of throttle setting. I have no idea why fuel use would be influenced by the reverser position.
