Interesting find Frank, brought back a recollection about Truckee, so I went searching and found this: Walter Hobart - Hobart Mills
If I'm reading the caption correctly, this was a pay-car used by or in Hobart Mills, probably for the lumber company?

A great image. This steam motor is very similar to others I've seen in my researches. Some were built as such, others were home made modifications by the railroads and used as inspection engines, pay cars, supply cars, etc. It reminds me of the "Betsy Baker", once used on the Oregon Portage RR in the 1850's and 60's, later to become Oregon Steam Navigation Co.
