There are a number of dependencies to change, and they will be solved until the next stable release.
At the moment only the experimental version has a warning that .NET 4.7.2 is required, and while you'll get a message, the core OR software still runs on XP or other OS without .NET 4.7.2 (instead of OpenRails.exe you could start Menu.exe and everything will be fine ;) )
The experimental is like a preview what's coming, and not meant for general use - but any feedback welcome.
To avoid further confusion, we may tune the message for the time being to be a warning.
Stay tuned, but feedback and input like this is certainly welcome!

I'm I right to assume that OR will not run on XP with the next stable release?

same for XP, Vista, Windows 8 (and some early Windows 10 version before 1607 update), they will no longer work.
You can check the list of supported OS here - anything which lists .NET 4.7.2 is fine (once it's installed)

Win7 SP 1, Win 8.1 and Windows 10 from Anniversary Update onwards (version 1607) will be fine, furthermore Server OSes from 2008R2 SP1 and onwards.
