I found a bug in the playback of sound files. OR plays not the same as MSTS.
In the directory WORLD are files *.ws, where SoundregionTrackType(x) function is defined. OR are using a file Ttype.dat to play the sounds in the line(x). However, it does not so.
So sometimes plays correct line(x), but sometimes plays constantly line(0), but writing the file *.ws is properly. MSTS have no problem and always plays the line(x).
I can not figure out why this is so. Please check it.

If you don't provide a precise and simple case where this happens, it is difficult to find out what's wrong.

Can you attach a screenshot taken with the MSTS RE or with TSRE5 showing how the Sound regions are located at that point?
And where can be the route downloaded and at what station do you get the problem?

Sound region markers should be placed back to back, and the face of every marker should have (nearer or farther) the face of another marker with the same sound type connected to it. Is it the case here? From the picture it's not so clear, but it seems to me that it is not the case here.

I don't see any soundregions here. Soundregions are yellow markers. But the soundregion direction is not visible yet in TSRE.
