Well looks like i was wrong about the activation distance, if a signal marker is behind the crossing marker or using no signal at all.
As a test, i set the activation distance to 30 meters and activate crossing early to zero. The crossing activated half way down the platform. No sooner as i came to a stand about 10 meters from the crossing, the crossing deactivated. The crossing only remained activated while at a stand, until i was a mere couple of meters away. I could have sworn this did not happen when i first started testing this.

The code is... confusing, that's for sure. It definitely adds the "minimum activation distance" to the distance computed from "activate level crossing early by" though, so I think you're right.
