It looks as if more work needs to be done in the steam area. In MSTSSteamLocomotive.cs, I could not find a mandatory link to the tender. In this situation, the tender provides the IntakePoint information that is one part needed for refueling. TenderWaterVolumeUKG is used for the basis of water storage, but it does not appear to be tied to the wagon tender. In fact, it appears that if you set up the IntakePoint information in a steam locomotive that would appear to use a tender and leave the tender off, the locomotive would work just fine.

A tank steam locomotive will have no tender.

A locomotive with an auxiliary tender will effectively have two tenders attached, which can be filled individually, or together if the connecting water pipes are connected and open.

Would a tender always follow the steam locomotive? I am asking because I am wondering if there would be a locomotive model that would require the tender to be in the front.

Yes there is.

A Garrat locomotive has a tender located in front of the locomotive.

There are some wagons that could need to be refilled: passenger cars need to be re-watered from time to time and cabooses needed servicing too. And reefers need diesel fuel or ice.

Unfortunately, the change that is being done is working with how OR handles the refueling process.

As of X3568, submitted updated refueling work.

All individual locomotives on player train can be refueled.
Replay now works for immediate refueling.
Slowed refueling process for diesel locomotive so its a bit more realistic.

Has the ability to refuel anywhere been removed or does it remain?

Immdediate refueling will never be removed. The only thing different is that the process will refuel all locomotives in the train.
