Probably something else, since forest regions are not subject to instancing (a forest region itself is somewhat like primitive, DIY instancing, but is not using the instancing API calls or hardware functions).

In my case, the forest objects are newly created shapes using DDS DXT3 with alpha. I'll try DXT1 with cut out transparency and see if that changes anything.
