Hi delay,
in the manual you get some answers to your questions.

I went through the manual, and it's very vague at best describing that particular thing. How does one set that up in a .SMS file? All the manual says is 'Moreover OpenRails extends triggers 23 and 24 (electric loco power on/power off), that were introduced by MSTSbin, to diesel engines. Keys Y (for diesel player engine) and Shift-Y (for diese helpers), apart from physically powering on and off the diesel engines, trigger the above triggers.'... Great so what do I do from there?

Discrete triggers 23 and 24 follow the usual rules of the other discrete triggers, as described in the only manual about the .sms language I know: http://msts.steam4me...s/sms_doku.html .
Anyhow a search in the forum leads to this http://www.elvastowe...post__p__169564 where I have put an example.
