I checked in the bug tracker--this was initially reported in Bug #1184649 back some months ago at X1615. The issue is that loose consist diesel locomotives smoke all the time at full throttle. I would respectfully request that the priority of this bug be moved up some. It is annoying to build loose consists for activities and have them all smoking like crazy.

I agree - and it also happens with other player's trains on multiplayer.
