Please check Variable1 calculation of steam locomotive. This controls sound, but might be used for visual effects as well.

Cylinder steam effects did not in fact disappear, but they did get reduced a fair bit. I have been fiddling with the Merchant Navy 3 cylinder locomotive and now have cylinder steam effects when the steam cocks are open. Un fortunately, because of the way that OR currently treats exhaust effects, they are not very inpressive, and when in motion the steam is projected backwards. Still a work in progress, but here is my current effects code from the eng file.
