Okay, so the camera #4 comes from MSTS (which may well have had different criteria for switching). When it can, it prefers to stand on some ground and watch the train go by. When the ground is too low down for that to make sense, it has to do something different. It doesn't check for water and I think that might not be easy to add, so it has use what it does have - track and ground altitude.
I'll have a fiddle with the criteria and see how things look with the offset bridge mode.

I have removed 'bridge mode' and set the trackside camera to start at an altitude of max(terrain, track) + 2 (previously it was terrain + 2) in X1956. This allows for the same side-on locations on berms, bridges and any other elevated-above-terrain tracks.
