I have TSectionDat build 41, plus one named GreatEasternLtI_tsection.dat. So what is causing OR to fail?

There is bad data in the world file or track item database (I forget which) where a signal has an associated track item and associated location but the two do not match.

You can try the current experimental build of OR from http://www.openrails...perimental.html which has one fix; a different fix is in place in current development builds.
