Sorry, but ORTS_GENERIC_ITEM1:0 and ORTS_GENERIC_ITEM1:1 command the same animated item. You can independently command only two animated items. If you are separately commanding the two windows, you have run out of animated items that you command. The generic controllers are limited to only two.

Yes, by testing, I ended up realizing it. It is a pity that there are only two controls, because many things go in pairs. It would be very interesting if there were at least four (with their corresponding sound triggers), and it should not be very difficult to implement.

On another note, the speed of the fan blades makes it look like anything but a fan, I don't know if that can be fixed either. Is the code in the .sd file misspelled like this? Because you don't notice any change.

The problem, IIRC is in running out keyboard key combinations for controlling all these numerous items, so for mow - only two are offered. Not in difficult to write in code 10 animated generic items.
