I really don't know. It appears to be unavailable from the website...and while the files were originally a free download I don't know if any restrictions were placed upon their distribution and use. If someone knows about that, I hope they post...I will look into it. Meanwhile...I think it's a good idea that OR implement diesel smoke and smoke main textures...as James Ross posted.

Well that could be a difference, I have always used the replacement Diesel smoke textures and bat files offered by 3dtrains.com

I remember a time, not too long ago, where is was damned near impossible to register a new account at 3dtrains.
Has that been remedied, or are people sol?

It is quite possible we don't have the same files. I have variety of versions across all my mini-route installations.

In any case, the current problem is that the textures vary and they have a drastic effect on the final steam/smoke colour, making a bunch of simulation code moot (especially for diesels).

The simplest fix I can see is to make the shader code only use the alpha channel from the texture, which puts Open Rails in 100% control of the colour, but still leaving the shape to the texture. It will result in a loss of detail in areas where the texture was 100% opaque but had varying RGB values. Based on my testing, it seems like a big improvement even with that issue.

I have made this change in pull request #509 and you can try it out in Unstable Version U2021.09.30-2051 (available in a few minutes)

If people agree it is an improvement/fix for the colour problems, we will include this in 1.4. Either way, I will be looking to replace these two textures after 1.4 with something in-house.

No, nothing has changed for 1.4. The program is still entirely 32bit and will run fine on 32bit and 64bit operating systems. The memory limits have also stayed the same (2GB for 32bit and 4GB for 64bit by default).
