Is there a way to slow the movement of the mouse while panning the view?
When I move my mouse from side to side on the screen I spin 6 times. Can I make it one?

If you're asking about TSRE the answer is yes, in settings.

Using Open Rails?
Possibly the Windows Mouse control can be used? Not sure on this.

If you mean panning with the right mouse button, holding down Ctrl at the same time will slow down camera movement.
