-is it actually available now?
-how does it work?
-how it controlled?
-is it described anywhere at Manual?

HUD scrolling is available in the OR NewYear MG version only. If you start such version, use of scrolling is very simple through a small pop-up window.

What does one do to get the popup window to appear?

One has nothing to do. If the HUD size exceeds the size of the screen, the pop-up window appears.

Found it!

I don't usually run long trains when doing testing and so it didn't appear then... was curious about it. Funny thing is that after using it the speed display in the f4 window disappeared for about 30-45 seconds.

How does one get it to not appear while using the web based heads up?

There is another odd thing (running not-monogame on my PC)
At locomotive page of HUD, the force diagrams appear distorted and HUD freezes.
