Open Rails Manual Release 1.5.1.263 Paragraph 13.7 (twice) and 13.8 (once) say that <Shift- E> is used to switch / gain control over own train. I believe this should be <Alt-E> instead.

The in-game F1 Key-command Help overview says:
- Game Request Control is Alt - E
- Control Gear Down is Shift - E

Where do OR manual updates need to go? I looked on Github but am not familiar with how to use it so didn't find it.

You, I believe, didn't see that: there is "missing from the Manual" thread, lead by C.Jakeman.
Here is online - manual.
But I've no idea, how they receive corrections for discovered mistakes.

The Manual is part of the same repository as the source code for Open Rails, so I have recorded this in the Bug Tracker - see https://bugs.launchp...or/+bug/2008011

I'll sort it out (unless someone else gets to it first).

On the OpenRails website there is a 1.5.1.271 that can be D/L but that may not be the latest version.

I am assuming that the online version is even newer than the PDF that is posted on the website. There is a "Edit on Github" link at the top of the online manual. Does that mean anyone can contribute (once they/I figure out how)?

The ini file used with open rails is not mentioned in the manual 17 Feb 2023.

The file is named openrails.ini

Yes.
It's newer and, what's more important, allows to search needed words through whole text.
Though, PDF-readers allow that too.
