Observing this problem from 2001 (MSTS) and not seems possible in OR now.

I
It's not possible to combine 3 functions in CP handle:
throttle, dynamic and pneumatic - to success faded DB at low speeds for bringing train(tram) to complete stop.
(at two last braking nothes of CP handle), as it can be found in some EMU and trams.

This can be substituted by BLENDED brakes, I thing, but not prototipically.

II
It's not possible to combine 2 functions in IB handle:
locomotive brake apply and bailoff - to operate Independent brakes completly by single handle
(forward from neutral is bailoff "while pressed", at the othes side-four notches of EB graduated self-lap application)
as we can see at 254-type LB valve, for example.
Wold be prototipical, if at neutral position, LB repeats TB action, as Peter Newell from CoalsFromNewcactle site said, but now is doesn't work.

If writing "(0)" to EngineBrakesControllerHasProportionalBrake at *.eng-file, situation looks even worst.
