Disabling AntiVirus didn't worked ....

I didn't notice last time, but this error is from XNA.

at System.IO.__Error.WinIOError(Int32 errorCode, String maybeFullPath)

The maybefullpath has been seen when the temp directory is full.
Recommend to run "ccleaner" and clean out the machine.

If ccleaner does not resolve the issue then Process Monitor is the program best placed to find the cause of this file contention.

The error message states that “The process (OpenRails) cannot access the file 'C:\Users\user\AppData\Local\Temp\tmp656A.tmp' because it is being used by another process.”

We need to find out what that other process is.

It could be an anti-virus process, it could be the Open Rails process, it could be file indexing process, it could be a process that no one has heard or thought about.

Process Monitor is the tool that will show you what processes are accessing that file and causing the file contention. Otherwise it's a guessing game, and I don't like guessing games.

These files are created and used by the XNA graphics library, so a potential solution is to try switching to MonoGame.
