I was editing some ENG and WAG files with OR optimization and it's unclear to me whether this would be an improvement or not...

A steam locomotive (at least in the US and UK) may receive several different tenders during its service life, usually to increase capacity and distance. However, in MSTS (and the current version of OR), the tender capacities are specified in the locomotive ENG file instead of the tender WAG file. This would suggest that simply adding a higher-capacity tender behind a locomotive in a consist editor won't make a difference in terms of coal and water capacity unless a second ENG file was provided.

On the other hand, if the capacities were specified in the WAG file there would be no need for two ENG files for the same loco.
